THE BACKGROUND
For one of our main clients, a European Institution based in Brussels, we are looking for an Expert Product Owner with expertise in Crisis Management and Alert Systems.
Please note that this is a short-term mission (maximum 3 months), requiring availability to start as soon as possible.
In this role, you will join the Information Systems Unit, which is responsible for the development, maintenance, and operation of the department’s information systems across its three main sites: Brussels, Luxembourg, and Grange. The unit collaborates closely with policy teams to design and implement digital solutions that support departmental policies, while also managing local IT infrastructure and delivering end-user support.
We are looking for professionals who thrive in large-scale, complex environments, ideally with experience in multicultural public-sector or institutional settings.
YOUR MISSION
As an Expert Product Owner, you will play a central role in aligning organization’s business goals with technology strategy.
Your responsibilities will include:
Working within the agile process and is the final authority for decisions regarding priority, business value, and functionality for all the work done by the agile development team.
Typically supervising several business analysts.
Possesses an in-depth knowledge of goals and desired objectives of the project.
Interacting and validates requirements with the business
Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain (see skills).
Creates, maintains, prioritizes, and sequences the product backlog based on business value or return of investment.
Creates user stories and acceptance tests from themes and features granular enough for a single sprint.
Is involved in the decision-making process related to user stories scheduling into sprints.
Participates in project planning, regular and daily project’s meetings.
Participates to retrospectives, sprint and release planning, demos and other Scrum-related meetings.
Reviews deliverable and demonstrable product version/software functionalities after every sprint.
Organizes live demonstration of the product at the end of the sprint.
Facilitates the acceptance of the product by the business.
Develops and maintains standards for testing.
Provides progress reporting.
Assists with internal and external communication by improving of transparency and dissemination of information.
Assists with prioritization and resolution of defects/bugs.
May perform the role of Scrum master.
Job requirements
YOUR PROFILE
Master’s degree of 5 years or higher eduction (required) in Information Technology, Computer Science, Business Administration, MBA, or a related field.
Professional Experience
Minimum 5 years of experience/ expertise in:
Experience with large, enterprise-level multi-user Information Systems
Experience in Agile
Good knowledge of Application Management Lifecycle.
Minimum 2 years of experience/ expertise in:
Good knowledge of agile toolbox (i.e. JIRA, Confluence, BigPicture, Gliffy, Balsamiq, etc.).
Knowledge of confluence and Jira
Certifications
You have at least one of the mndatory certification:
Certified Scrum Product Owner (CSPO)
Professional Scrum Product Owner (PSPO)
SAFe Product Owner or equivalent.
Optional certifications:
ITIL certification above ITIL foundation (or equivalent).
Project management certification such as Prince2, PM² or equivalent
Soft skills and competences:
Rapid self-starting capability.
Excellent interpersonal and communication skills.
Excellent knowledge broker.
Delegation and decision-making skills.
Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team.
Ability to work in multi-cultural environment, on multiple large projects.
Excellent Team Player.
Ability to understand, speak and write English, C1.
High degree of discretion and integrity is required.
