For one of our main clients based in Luxembourg - an European Institution, we are looking for a Technical Project Manager with expertise in managing infrastructure and network projects to join the client's IT, Security and Corporate Services team that is responsible for the implementation of the IT Autonomy Programme - providing administrative systems, while and detaching from another institution. You will be responsible for the definition of projects requirements, development and implementation applying best practice methodologies such as PM2 and Agile. The infrastructure projects in scope are campus network, implementation of VPN solution, Network Access, Internet Access, user profile back up, as well as Azure cloud, security and MS 365 related projects. You will play a crucial role in supporting the successful investigation, prosecution and bringing to judgment crimes against the financial interests of the EU.


The position is hybrid with 50% of the time on monthly basis based onsite in Luxembourg, 50% based offsite (remote) anywhere within the European Union.

More specifically, you will be responsible for...


  • Managing the implementation of projects for business applications and information systems within
    agreed parameters of cost, timescales, and quality;
  • Performing and coordinating requirements analysis tasks, feasibility studies and project proposals;
  • Actively contributing to the design of the technical solutions;
  • Ensuring the coordination between the infrastructure team and the business needs;
  • Coordinating the third parties (sub-contractors) at the Infrastructure level and review their
    deliverables;
  • Coordinating, managing and monitoring the progress of the team and the external suppliers;
  • Drafting project documentation - project strategies, planning, WBS, project deliverables, quality
    control, risk and issues log, status reports;
  • Liaising between the system owners in the operational units and the service providers, as well
    as understanding the needs of each stockholder and simplifying processes when needed;
  • Ensuring the coherence and optimization of the existing solutions and implemented locally
    with the client's IT landscape;
  • Identifying, assessing, and mitigating risks, ensuring a due diligence;
  • Establishing a proactive communication strategy with the team members and senior
    suppliers/users.

Job requirements

Are you the perfect match?

  • At least 8 years of relevant experience as a Project Manager;
  • Bachelor's/Master's degree;
  • Good knowledge and certification in best practice methodologies (PRINCE2, PM2 Agile);
  • At least 5 years’ experience managing infrastructure or network projects;
  • Previous experience as a network/system engineer/infrastructure engineer;
  • Strong capacity in preparing and writing project governance;
  • Ability to draft high quality documentation, namely policies, procedures, standards and guidelines and adapt their presentation to multiple audiences;
  • Capability of working in an international/ multicultural environment.
  • Advanced English (C1/C2).
