For one of our main clients based in Luxembourg - an European Institution, we are looking for a Senior IT Business Analyst/Product Owner to join our team in the security of supply of nuclear materials and fuel in the EU, for power and non-power uses. To ensure continuous supply of nuclear materials and fuel, the institution concludes supply contracts or amendments and acknowledges notifications of contracts for fuel cycle services or small quantities. Under its monitoring role as nuclear fuel market observatory, it collects and analyses market data to identify trends likely to affect the Union’s security of supply of nuclear materials and services. In this regard, the client, in partnership with other Commission services and stakeholders, requires high quality corporate information systems, enabling the successful implementation of the Commission's Digital Transformation and EU policies, including the common supply policy. You will play a crucial role in supporting the innovation policies and decisions, enabling the successful implementation of the client's digital transformation and EU policies.
For the needs of the client, you must be based in Luxembourg/Nearby and work on hybrid mode (office time 2-3 times per week) and have full rights to work in Luxembourg.
As Product Owner/Business Analyst, you will perform the following tasks:
Requirements and Analysis: Assess and define business and functional requirements, including risk management, to create solutions.
Interact with the business actors, customers and to validate requirements.
Perform data and metadata analysis, conduct data and workflow mapping.
Prepare business analysis, detailed analysis, and risk analysis documents based on existing corporate templates.
Modelling of business processes, identifies opportunities for process and workflow improvements, propose them for validation and documents them.
Identifies use cases and highlights functionalities supporting business processes.
Propose IT plans and development strategies best adapted to the business and its resources, in line with existing standards and procedures, including security.
Perform in-depth analysis of current and future state of products, services, and processes.
Enhance Customer Relationship Management capability and reduces lead time.
Build requirements and wireframes for UI enhancement.
Project Management and Planning
Participate in project planning and meetings (including SCRUM), including sprint and release planning, demos, and other Scrum-related meetings, manage project planning and lead time with follow up on implementation within the existing timeframe.
Work within the agile process and advises on decision-making regarding the implementation of features into sprints by setting priority, business value and functionality for the work done by the development team.
Review deliverable and demonstrable product version functionalities after every sprint.
Create, maintain, prioritize, and sequences the product backlog.
Product Development and Testing
Create user stories and acceptance tests from themes and features.
Documents user stories and product features.
Review deliverables and demonstrable product versions/software functionalities after every sprint.
Organize live demonstrations of the product at the end of the sprint.
Facilitate the acceptance of the product by the business.
Develop and maintains standards for testing.
Assists with prioritization and resolution of defects/bugs.
Communication and Reporting
Documentation.

Job requirements
Are you the perfect match?
University degree (BSc/MSc)
Minimum 5 years of experience as Business analyst/Product Owner
Product Owner certification: Certified Product Owner or equivalent
Solid experience with Agile and Atlassian tools (Jira, Confluence, BigPicture/Gliffy)
Comfortable with both technical and administrative tasks (e.g., documentation in Confluence)
Able to interact with users, gather needs, and follow up
Experience with project monitoring, planning, strategy, and deliverable reviews
Familiarity with roster systems and working in Agile teams
Willing to support the client closely across both operational and strategic tasks.
