For one of our main clients based in Luxembourg - an European Institution, we are looking for a Senior Systems Performance Expert with hands-on experience in structurally tackling system performance matters in a complex environment to join the client's Digital Services Unit in the area of law enforcement, fraud prevention and financial crime investigation. You will be part of the Digital Ecosystems Support Sector (DESS) within the Digital Services Unit, that plays a key role in conducting an in-depth analysis of the overall performance of the infrastructure and core applications, proposing structural changes/improvements and taking part to their implementation. In this team, the environment is, among others, composed of: Cisco Network devices, Fortinet Firewalls, F5 load balancers, RHEL servers (core of the infra), Windows Servers, IBM products (FileNet, BAW, Case manager, WebSphere), and other tools.
The position must be performed 50% onsite in Luxembourg vs remote on monthly basis, therefore relocation to Luxembourg (or in the area) will be preferred. In practice, it means: 2 weeks of the month in Luxembourg onsite, 2 weeks of the month remotely from any EU location.
What is the project about?
You will be part of the Digital Services Unit and will work in the DESS’ Systems and Applications Support team. In scope of the foreseen project, an in-depth performance analysis (and remediation) of the overall infrastructure is foreseen to:
Establish a documented performance baseline
2.Establish a set of standard tooling for performance analysis
3. Uncover and remediate all performance bottlenecks
4. Establish a clear roadmap for performance evaluation, follow-up and improvement.
More specifically, you will be responsible for...
Establish a performance baseline for the infrastructure and core applications
Evaluate the overall performance of the CMS ecosystem with the aim to significantly improve the user experience
Measure performances from client to backend, on client as well as side and system sides
Identify potential bottlenecks
Collaborate with other stakeholders (Business/DDS/DBA/NETWORK/INFRA/SAAS) to propose solutions
Perform load testing
Provide input to capacity planning
Provide expert advice and assistance, technology watch, architectural considerations, risk analysis, gap analysis, applicable standards, solution patterns and best practices around Systems and application performance
Provision of technical studies
Elaboration of design documentation, with consultation with stakeholders
Elaboration of vision documents focused upon Systems Performance components.

Job requirements
Are you the perfect match?
6+ years of experience as Systems Performance (or application) expert or related responsibility
Proven experience with Linux administration, performances tuning and scripting
In-depth knowledge and proven hands-on expertise in the performance evaluation of complex enterprise applications, systems and (virtualized) infrastructure
Hands-on experience with system performance analysis and monitoring tools (iostat, htop, vmstat...)
Hands-on experience with database performance analysis and monitoring tools (OEM, AWR, tkprof, SQl trace)
Hands-on experience with application (specifically Apache, Websphere, Filenet) performance analysis and monitoring tools (Jmeter, web application monitoring,…)
Hands-on experience with Infrastructure performance analysis and monitoring (network, storage, Nutanix)
Ability to build a methodology to pinpoint bottlenecks
Knowledge of common performance issues and best practices in content-heavy applications
General knowledge of networking, ICT infrastructure and system
Advanced English – proficient communication skills, orally and in writing.
It will be nice if you also have…
Previous experience with Nagios monitoring to elaborate live checks (with webinject for example)
Previous experience IT automation
Knowledge of IBM WebSphere Application Server/FileNet/Content Navigator.
